I believe you need to use the Super Rod to locate Wailmer. I'm not sure, but try it out. Hope I helped!

I went to Pacididlog City and Fished with a Super rod, and got it my first try. I would check it out there, if you don't catch one before then. Pick up a Fishing rod from one of the fisherman (he's in a house near the space centre I think) and then fish on the Mossdeep shores.
