The only place you can get timer balls is in the lottery corner on the 6th floor of the Goldenrod department store. You have to get the 2nd prize on saturdays. If you want a lot, just keep trying.

There is no way to purchase a Timer Ball in Silver. You'd have to give it to a Poke'mon in Diamond, Pearl, or Platinum and trade it over. However, it may be obtainable through dowsing on the Poke'walker like the Dive Ball is. No guarantee on that, though.
