you go to Nimbasa City, go in front of the Pokemon center (right in front of the doors) and I will walk you through completely. take 4 steps to the right, 12 up, 11 steps left, and you should be right in front of a building. Enter the building and talk to the guy in blue hair in the top left of the first floor. I cannot be anymore specific on directions, hope this helped, I had trouble too.
