You get HM Fly at Team Galatic's Warehouse in Veilstone City. Straight when you enter the building the first item that you see on your right when you walk in, go and pick it up and that is it. You cant miss it. == == Fly is located in the warehouse in Veilston City
after the third gym leader go help your frend who lost his pokedex then go in the warehouse if it's not there talk to the guy in front of the slide open doors. In Veilstone City, inside the Galactic Warehouse between two cabinets, there is HM Fly.
