Go to Fallarbor Town and talk to either the Rune Maniac in the tunnel, or his little brother. Can't remember which.

Or, just give TM 28 (Dig) to a Pokemon and trade it over. Or hack. You've one of three ways.

From Fallarbor Town, walk left. The first house you see out of the city will be the place. Inside there, talk to the first person you see, which is a small guy (the brother) beside an entrance to the tunnel.
on route 114, that's what i heard, my friend begged me to do m game so he did 4 badges and gave me it with TM dig, or u can get a trapinch train it to level 41 NO EVOLVING and he will learn it! hope this helped, bye
