you can get one in the sunken ship or you can search around the water routes by the shard hunters house and find a blue shard which he'll give you a water stone for.
You can find blue shards in the dark patches of water. Use a Pokemon that has the move " Dive " and look in the small dark circles scattered in places near routes 122 - 124. The hunter will trade you a water stone for the blue shard. haha i am piece of poo :D:P
Yes buh you need a bit more information like where is route 122-124 and i have a better answer. Where is sunken ship first of all and its a bit behind slaport city plus you can find a little deep patch space near the place where you caught groudon with your red orb and you got HM07 and you use dive out of that place and look for alittle deep place but not the long one cuz it will get chu back into that place!
