You can't, the mist stone is completely fake, there is no way of getting it. Although I have heard you can get it with a GameShark, it would not have an effect on pokemon because that is not in the game's coding whatsoever.

At level 63, if holding a mist stone, blastoise can evolve into a rainador. There is only one mist stone in the game, it is obtained by going over the river and through the woods. Then you go somewhere over the rainbow, and you won't be in kansas anymore. then you'll get a mist stone.
