Because it is a copy of ruby, sapphire and emerald. plus, frigo, is meant to be an articuno according to its cry, but it looks nothing like an articuno. go to the Pokemon center in oldale town and get frigo from the professor's aides and see for yourself. I have Pokemon Frigo returns. It is basically Pokemon ruby except you need a few cheats to finish the game. Frigo is totally like Articuno , but it looks WAY different from articuno. I am stuck at one part where you need to take the cable car to mount chimney.You are supposed to enter a cave but a glitch doesn't let you in. Other than that (and the fact you can sometimes walk through signs) the game is normal
