In heartgold on Wednesday you can go to the radio on your pokegear. Next you want to go to the music channel and the DJ will say it is Wednesday and that means it is time for some Hoenn music. Listen to it and then shut your pokewalker off and the music should still be playing in the game. Now you want to walk around in route 30 while the "Hoenn Sound" is playing. After a few tries you should find a whismur. This should work if you do this correctly. If the music stops when you fly to route 30 restart it in route 30.
