to get hm cut in soul silver you need to go to the sprout tower, get to the top, defeat the elder then challenge falkner in the violet city gym. once you have defeated him and gotten the zephyr badge go to the charcoal man's house by the south-east to violet city. talk to him, then go to the forest south-east of violet city. help the charcoal man's assistant by capturing the two farfetch'ds. then go back to the charcoal man and he will give you the hm cut.
