- Bird Keeper Josh on Route 14 will give you one after you defeat him.
- Winning the Bug Catching Contest after defeating the Elite 4 and getting the National Pokedex (the first prize is random)
- in the northeast corner of the National park (same place as Bug Catching Contest). Requires HM08 Rock Climb. you can get HM08 when talking to Prof. Oak in Pallet Town after winning all 16 badges.
- go to the Athlete Shop at the Pokeathlon Dome (next to National Park), you can buy one for 3000 Points* (Pts.) on Sunday, Monday, Wednesday, Thursday, and Saturday. each item can only be bought once per day.
