You first find the black caped guy (Lance) on land by the Lake of Rage after defeating or catching the Red Gyarados, then you find him in the Shop in Mahogany Town and then you'll see him next at the Indigo Plateau and then you'll see him at the Dragon's Den after you have defeated your Rival when he appears in Mt. Moon.
