It has to Should be in bower lake, You start from the gypsy camp, keep going/vaulting forward until you see 2 ruin pieces with a gargoyle on one (i think), you go down, search around the ruins and hopefully you will find a treasure chest, open it and the assassin cloak will be in. If it isn't there then search all of bower lake until you find 2 similar ruins (not in the grassy/forest part) search around then you will find it :P.
