He'll give you a key and ask you to shut down a power generator. You will have to head just south, and surf. Head east and you should see a cave right after seeing a potential secret base. Inside, you can catch magnemite, magneton (don't hold your breath), voltorb, and electrode. Their levels are in the mid-twenties range
