you can catch it if you starter is charmander, and you beat the elite 4 i think u need the nat dex (catch 60 poke, talk to oak....) then you go and it is anywhere in the grass (not on islands)
I found it three times when i was raising Pokemon around pewter city and mt moon and on the 3rd time i threw an ultra ball and hoped for the best. it worked. hope this helped
Also, if you have a Pokemon with mean look, switch it to first, when suicune comes up use mean look, you can do anything without him fleeing after that.
if you haven't seen him then do this
go to a place with grass in it use max repel save and go in the grass until it says that repel wore off then turn off your game and turn it back on (repel should still be active)
and run in the grass and repeat until suicine shows up make sure you have wobufet or diglet or a golbat with mean look first in your party so he doesn't escape
p.s. a tip for catching entei, suicune or raikou. use a wobuffet he got's a special effect so Pokemon won't fled ;)
You need to first have Charmander as a starter. Then, after you beat the Elite 4, it will be randomly roaming around in the grass.

A trick is to have a level 40 pokemon (Wobbuffet or a pokemon with mean look) and have a repel, and run in a certain route. If it runs out before facing suicune, then leave the area and repeat. Eventually you will get it.
