You can't find Squirtle. You can choose it at the beginning of the game where Professer Oak allows you to choose a Pokemon. Although, be careful when choosing Squirtle. Your rival will get Bulbasaur and it can be a pain to beat. I suggest starting with Charmander, then catching a Pikachu. It is an excellent team.

if you want all three starters...do this:
Start with a Pokemon of your choice. Catch any 2 Pokemon you can ASAP. Then with a good friend, trade over one of their starters with something that you caught. Make your friend do that again, then repeat. You will then have yourself a Charmander, Squirtle, and Bulbasaur!

Actually you can find squirtel around route 1 in the begining is where i first seen him. I also captured a bulbasaur after i chose charmander for my starter.
