To get the clay, go and see Kiah, resident of Rainy Meadows on Jungle Isle. When you talk to Kiah, she will tell you that you can find the clay northwest of her house by the Jungle Temple. No you do not have to have your own horse to find a wild horse. Wild horses are not located on any main isle i.e. one with banks, general store's, etc. but if you walk around any other isle long enough you will find a wild horse.
