if you have dive you can find him but you have to beat elite four.just go to pacifilodge and surf close to where sky pillar is and you will see a place where you can dive.dive there and go all around till you find a opening in the wall.that is where you will find him.you need to save before you face him because if you mess up on catching him because if you mess up you cant catch him again and if you turn the game off he will move to a different spot
another way you can find him is go to the weather institute and go to the top floor and talk to the guy and he will tell what route he is on.but first you have to catch groudon.he will tell you what route he is on to.the weather institute is near fortree.oh yeah you have to have at least 40 ulta balls or if you have cheats or still have it,a masterball

but if you save while your in the cave with kyoger he doesn't move same with groudon but he never moves : )
