you only have to level the eevee up near to the snow rock in order for it to evolve. it does not have to be at a high friendship level. i got a level 5 eevee and leveled it to lv6. by the stone and it evolved. same process for leafeon near to its respective stone in eterna forest. Level Eevee up by the ice rock on Route 217.
