If you're planning to get a Mareep or a Pikachu to fight Faulkner's bird Pokémon you'll be discouraged to hear that these Pokémon are only obtainable after he's defeated. The route south of Violet City leads to several patches of grass and a kind of lake, there you can find Mareep. Pikachu, on the other hand, I believe is only obtainable at the Safari Zone... Or something like that, anyway, catch Mareep, is way better.
