No if you chose totodile he chooses chikorita but i do not know i am sorry you could go to seribii.net and go to the the pekearth and click on the routes and the see which trainer has the Pokemon yo choose lot of work but you can eventually find it.

Personaly i think cyndaquil. If you would have to chose the second best proaboly totodile. Cyndaquil is a good fire starter because he is strong,cool,and awesome. Even though he evolves at Lv.14 then Lv.36 and totodile evolves at Lv.18 then Lv.30 cyndaquil is still better. If your planning on getting heart gold or soul silver chose cyndaquil, but for your second choice chose totodile. Chickorita is O.K. Totodile is not so bad , early last evolution. You can use Totodile for Surf and Whirlpool and Waterfall instead of having to waste team space to catch another water type. For me i have chose Chikorita because its 2 evolutions have great moves to learn and i have an awesome move set planned out. Personally : Chikorita First Place Cyndaquil Second Place Totodile Third Place ( Totodile is also part in Second Place thanks to Surf and etc. Its your choice )

If you chose Cyndaquil as your starter and it’s a female, you can breed it and the Egg it produces will be a Cyndaquil. Other than these three methods, it is not possible to obtain a(nother) Cyndaquil.
I chose cyndaquil and is a typhlosion at level 89 I've made cyndaquil eggs 12 times.Which two are typhlosion six cyndaquils and four quilava.It will take about two hours.

If you pick Totodile, your rival has Chikorita and there is no way to see Cyndaquil. If you can get a Chikorita I will gladly trade you a cyndaquil. All we need to do is swap friend codes and pick a time to do it. Other Pokemon in the Johto Regional Pokedex that you can't see are Politoed, Scizor, Mew, and Celebi. These must be traded for with a friend, and can't be requested or searched for via GTS. Correction- I haven't done it yet, but if you obtain Bugsy's phone # and rematch them, their improved team will have Scizor.
depends.... if you chose chicoreta, then evolve it. if you chose totodile then your rival should have it. if you chose cindiquil then you have to trade for one.
It is in the beginning of the game when you are entered in Prof. Elm's Lab. If you chose Totodile your rival chooses Chikorita, but if you chose Cyndaquil your rival will choose Totodile. Other wise it'll be harder to find without those requirements, besides trading.
In the Hoenn Region, not only in Sapphire, you get those three Johto starters by getting a Hoenn Pokedex of 202. When you do, Professor Birch will call you with a Pokenav and you can choose either Cyndaquil (who I chose), Chikorita, or Totodile.

Cyndaquil, because he can learn a LOT of moves when he is bigger and I chose Cyndaquil and my Rival took Totodile and I CRUSHED him. second best Totodile sorry but Chicorita is not that good :P
You have to trade. You can also use Action Replay to "steal" your rival's pokemon. Example: You chose Cyndaquil. The red haired guy has Totodile. Use the "catch trainer pokemon" code. This code causes you to lose the battle after capturing totodile. You still need to trade to get Chikorita though.

I chose Cyndaquil so then my enemy chose Totodile,that means I needed Chickorita on my pokedex but i traded it and it evolved into Bayleef. But I want a Feraligatar along with my Lv 100 Typlosion.
no but you can get the kanto starters (bulbasaur charmander squirtle) and the hoenn starters (treecko torchic mudkip) but you need to get all 16 badges
