you can trade it in the global terminal in goldenrod city, but you cannot guarantee that you will get a graveler evolving into a golem. The previous owner may have given it an everstone to hold, which would prevent the evolution.
you can also trade it at any Pokemon center, either in the union room or the wi-fi room. you will require a friend code in the wi-fi room, though.
