No. The Yu-gi-oh card maker is just for fun, and not officially affiliated with Konami (the company that owns Yu-gi-oh). You can just make cards that look like it but you can not actually print it like a real yu-gi-oh card.

Yu-gi-oh cards were invented by Kazuki Takahashi in mid 1996 with the help of Konami (which helped print the cards out). Later in Yu-gi-oh the anime Pegasus was the one who invented the great Yu-gi-oh game, though it's not really true.
