you can't. I have found that SOME sims will excavate, some won't. Even the one's that WILL, won't do it all the time. You can also build your invent skill up to level 10, and build a Drill. These are fun, because u can use them on your own lot, and on lots in other worlds. Sometimes you get a big black hole, other times you dig into a cave.
