Tiny mushrooms are usually held by paras which can't be found in emerald only in firered and leafgreen.
HOWEVER, you can find them in emerald. Namely, in the following places:

In the north-east area of the petalburg woods there are a couple of suspiciously empty patches of floor inmidst the grassy areas. If you stand next to the empty patches and press A, a tiny mushroom will reveal itself in one of them.

Is hidden in a bush, somewhere around route 101, 102, 103 or 110.
