Hay is not a block or item in any edition of Minecraft. If you are referring to long grass, which naturally grows on grass blocks, then it is not currently in Minecraft: Pocket Edition. You also may be referring to wheat which is aquired by using a hoe on grass and then planting seeds there (prefferably done with water next to or near it), after a while the seed(s) will have grown and become yellow, you ten punch this and you will receive wheat and seeds.
Well, first you craft yourself a hoe (any material, stone recommended) and start plowing around on the grass (quickly tapping the screen) and you will get seeds sometimes. Then plow more ground (not randomly, maybe make some nice farming area) and plant the seeds there (quickly tapping the screen with seeds in hand) and wait. After a little while, they will be tall and more yellow. After they have slight brownish tops on them, they should be done. Break them and enjoy your wheat (replant the seeds). NOTES: if you plant near water, they grow faster. Also, dont walk on it while its growing, it can break it. Also, if you don't feel like waiting, you can use some bones to make bonemeal which grows it instantly.
Oats are a cereal crop like wheat, but a different species.
NPC villages have not been implemented into the list of generated structures in Minecraft: Pocket Edition. They can only be found in worlds played on the PC version of the game. Villagers are also not a current mob in the Pocket Edition.
Stone and wheat makes flour on the video puzzle game Doodle God.
The unit of measure for wheat seeds is typically in kilograms or pounds.
It makes plants grow faster after planting. It works on wheat, pumpkin seeds, melon seeds, saplings and mushrooms. You can also use bone meal as a dye.
You have to craft a hoe, and then you click, (or in my case, tap) on some grass, and repeat that until you have as much wheat seeds as you want. Then, go someplace here you want to plant your wheat, hoe it, and click (or tap) there. Then wait a while, and wheat will grow! P.S. It will grow faster with water nearby.
Craft a hoe, right click the dirt next to the water, place seeds down, let it grow until the wheat is yellow, harvest.
