I mean…do you want Pokemon HeartGold? The difference between HeartGold and SoulSilver is that you catch Lugia in SoulSilver and Ho-Oh in HeartGold. Other than that they’re the same thing. You need a DS, DS Lite, or 3DS to play it though. It’s not playable on any other console.
According to Serebii, there is no tm for it. A list of pokemon that can learn it is attached (see related links).
The answer to this question depends on what you mean by "similar". All of the games in the main Pokemon series are similar, because all Pokemon games follow the same basic formula. Gold, Silver, and Crystal are similar because HeartGold and SoulSilver are remakes of these games. HeartGold and SoulSilver are similar to FireRed and LeafGreen in these four games are remakes of earlier ones. Finally, HeartGold and SoulSilver could be considered similar to Diamond, Pearl, and Platinum because they are all considered "Generation IV" Pokemon games.
You can use certain moves that trap the Pokemon so that they can not Escape. (Mean look is one of them) You can also put the Pokemon to sleep or use a Master Ball on them.
You mean "Ho-oh", right? You can get him these ways.Pokemon Colosseum: The hard way. Purify all Pokemon, go to Mt. Battle (NOT IN STORY MODE), and beat all the trainers in one sitting.Pokemon HeartGold and SoulSilver: Bell Tower
If you mean "Pokemon 13" by the newest one, they are HeartGold and SoulSilver.
I don't know what you mean.

By Ruby I'm assuming you mean the Hoenn starters, then yes, you can get one of three of them in HeartGold/SoulSilver
I think you mean Ursaring. Donphan is only in HeartGold, same places you find Ursaring in SoulSilver.
trade means you get a friend who has Pokemon on a ds card any one of them (platinum, Soulsilver, heartgold, diamond, pearl) and you go in the union room with a friend and to exchange Pokemon. hope this helped :)
HS could refer to the Pokemon Trading Card set "HS - Unleashed", released in 2010, which features a number of updated Pokemon cards from Generation II. As the set was released not long after Pokemon HeartGold and Pokemon SoulSilver, not to mention the packaging uses the particular font of these games, "HS" could stand for HeartGold and SoulSilver.
There both the same, just some Pokemon appear more in Soulsilver than in Heartgold, same with Heartgold to Soulsilver. Also, Lugia, in Soulsilver, is level 45 when you find it, but in Heartgold you find him level 70, in Soulsilver Ho-oh is 70, but in Heartgold, he is 45. There is VERY little difference's between the two games. Also, not to be mean, but you spelled silver in Soulsilver wrong.
zubat and its evolutions learn mean look at level 29-33
I think you mean Silver/Gold/SoulSilver/HeartGold. It is located on the top left of Ecruteak City, Johto.
No, HeartGold and SoulSilver are also for the DS and DSi considering it's the same game slot, but coming to your question, yes, it IS for the DS Lite so it will be playable if that's what you mean.
It depends what you mean. If your talking about a video game, you can only use them outside of battle if they have special moves. Say you have a tree in your way, you could use a Grovyle that knows the move Cut to chop the tree out of your way. Unless you have Heartgold or Soulsilver, you cannot do much. In Heartgold and Soulsilver you may choose the Pokemon you like and have it walk with you.
