First, enter Sunnyshore City and proceed north until you find the gym entrance. It will be blocked by a red-headed, elite four member named Flint. Talk to him and he will tell you that the gym leader left.
Now, find the lighthouse in the southeastern part of the city. Go inside and up the elevator. Walk ahead and find the yellow-haired, gym leader named Volkner.
As far as your battle goes, he uses the following (electric-type) Pokemon:
Jolteon (male) Lv. 46
Raichu (male) Lv. 46
Electivire (male) Lv. 50
Luxray (male) Lv. 48
Using ground and rock type Pokemon will make this an easy battle, but avoid using water and flying types.
To get to Sunyshore City, you need to get through Mt Coronet and get one of the Ledganary Pokemon Diglia or Palkia. The Gym Leader left the Gym because of a black out that he though was his fault because he used to much electricity. To find him, go to the Lighthouse I think. He will go back to the gym and you can challenge him. Here are the Pokemon he uses. He uses Electric Pokemon:
Luxray Level 46 Male
Jolteon Level 46 Male
Raichu Level 46 Male
Electrivire Level 48 Male
To get an advantage, use rock or ground Pokemon. Water and Flying Pokemon will get badly bombarded if you use them.
