You haff to beat the 7th Gym badge (Blaine), and then Bill will come and he will ask you if you want help. Say yes, and he will take you to the Islands. Surf up to Mt.Ember and keep going up until you go through the cave. At the top of the cave, you will haff to move some boulders around, and once you do that, you will battle Moltres LV 50.
But I'm Pretty Sure there is no moltres

Jordanyou go to island 1, go to the right of the Pokemon centre where the water is, surf across there, then when you come to a bit of land keep going north, and then you should come to some more water, just surf north again, and you will be at this cave (cant remember what its called) like mt ember of something:).
