you can either take your eevee to eterna forest and level it up near the moss rock. or you can go to the rainy route 212 and there is a trainer that is a Pokemon . and to get glaceon go to snowy blizzard route near snowpoint and level her up near the snow covered rock if your coming from snowpoint its right and north of the last warming hut
