The most consistent place is at Mt. Moon. Every Monday night you can go to the little clearing in the middle of Mt. Moon and some Clefairy will be dancing around a rock. Go towards them and they will run away. Then go up to the rock and press A and it should say you've found a Moon Stone. Note:The rock must first be broken with Rock Smash. Also, your mom sometimes puts moon stones in your PC box. She'll ring up and tell you that she's bought something with your money that she has saved up for you. This happens even before you've beaten the Pokemon league.
