There is only one findable in the over world, and it is obtainable in the Water Path.
Under the rock
It's really hard to find, but look in the Safari Zone. Just keep looking! the place where u can find kangaskhan most easily is area2 of safari zone.to make the search easier catch an oddish and level it up till it learns sweet cent.then keep it in your party and when in area2 use sweet cent.this trick even works 4 finding a taoros.

This item is found on six island in ruin valley you need surf to get it use it near the water near the hiker that is above the stairs go down until you see an item on a platform that is the dragon scale.
go to the bottom of 6 island and surf there is a hole and the poke ball is it! I HOPE IT WORKS :)
To get a dragon scale you go to 6th island and the you go down by the dotted hole. before you go into the valley surf all the way down and you will find a pokeball. press a on it and it will be a dragon scale. give it to a sedra and then trade the sedra. you will get a kingdra but you will lose the dragon scale.
One way to find Dragon Scales is on wild Horsea. In order to obtain the item, you will have to use an item-stealing move or catch Horsea. Also you can go to Six Island and surf south on the Water Path. DO NOT go to Ruin Vally go past it and on the last little strip of land the you will find a dragon scale.
