When your at the Meadow Zone, there will be a river like lake. You will see Magikarp flopping there. The first time I tried this it didn't work, so I completed the game and powered up Thunder-Bolt to its highest power. Now, stand from a point that at least has a chance of hitting Magikarp. Then press the button labeled A, and you will start to use Thunder-Bolt. I held A, then jumped and attacked, so I think you should do that too. Finally, when you hit Magikarp, it will splash on the shore and then the screen will say: Magikarp splashed to shore!! or something like that. Then after that's done, Magikarp will flopping on the ground then you can talk to him. He will ask you to play Chase with it, so if you want to make it your friend press yes. It's really slow(well not really but a bit) so within the first 10 or 20 seconds you should beat it. So if your learning to beat the Seven Eevee Evolutions, I suggest you power up Speed to max. When you beat Magikarp, it will ask you to be your friend. And that's how to befriend Magikarp.
