Moon stones in Pokemon gold can be found in the kanto region, where the original Pokemon series first began. So you pretty much have to have access to the kanto region before you can get the moonstones. If or when you have access, Clefairy hold them at random in Mt. Moon (although it's rare compared to the berries they hold). You can also obtain one moonstone every monday night, in the small area bordered by a ledge. You must go to the extra exit to get there, and you must have a Pokemon the knows rocksmash in your party to obtain the moonstone. You'll know if you're at the right place because there will be two clefairy dancing around the rock.
