Toontown discs are usually sold in Wal-Mart or Target(If your lucky to find it in one of those places!) but it's easier if you just join from the website. You can find the Toontown website on Google. (And yes, the Toontown game disc exists! You can look it up!)

No, it's impossible to get lure or drop without membership in toontown. You find that at a time all your toontasks needs to be done with membership ( out of toontown Central )
