Pokemon Silver, TM29 is Psychic. Go to Saffron City. It is one of the houses on the right in Saffron, i think it's the same row of buildings as the Pokemon Centre, not entirely sure, but when you go into the house, there is just 1 guy there, and he says nothing, just that he knows what you want, and then gives the TM to you.
