Right now there is no place for anyone to download it. However, the first place it will show up is sonicretro.org. Either there, or the creator's website (if he has one).
Rest assured that the creator is working on the rom. I can honestly say that it should be worth the wait.
Edit 9/21/2013: This is the author, hitaxas. I am still working on the hack (although very slowly). The game has since moved over to the Sonic the Hedgehog 2 source and has been improved on. I did upload newer videos since the move to the new engine on my YouTube channel and the name is now simply Sonic: Super Deformed. I ask that people please do not bother me about a download link or release date, as there has been and will never be an exact planned date. I hack the game on personal time when I am not with my girlfriend or playing another game be it retro or newer. You can find newer information on the game at the hacks page on Sonic Retro. If anybody feels that they can seriously contribute to the hack they can contact me at Sonic retro or send me a PM through my youtube channel. I hope that clears up any answers.
