In Pokemon Gold and Silver, the only way to obtain a Remoraid is to catch one in the water in Route 44. However, the only time they are available is when Fisher Wilton, who is in Route 44, calls you and tells you there is a swarm of Remoraid there. Obviously, you must have Fisher Wilton registered in your Pokegear in order for this to occur.
