In Pokémon Pearl, you can catch Gyarados by fishing with a Super Rod in Route 203, Route 204's South side, Route 205's North side, Route 208, Route 209, Route 210's North side, Route 212's North site and South Side, Route 213, Route 214, Route 218, Route 219, Route 220, Route 221, Route 222, Route 223, Route 224, Route 225, Route 226, Route 227, Route 228, Route 229, Route 230, Twinleaf Town, Lake Verity (as long as Team Galactic isn't there,) Oreburgh City, Ravaged Path, Valley Windworks, Fuego Ironworks, Eterna City, Mt. Coronet including its Route 207 entrance, Lake Valor, Pastoria City, Great Marsh in Areas 1, 2, 3, 4 and 6. Additionally you can find it in Celestic Town, Canalave City, Iron Island, Lake Acuity, Sunyshore City, Victory Road, Pokémon League, Resort Area and Sendoff Spring. Also in the Great Marsh Safari Zone, you can find Gyarados using a Good Rod and a Super Rod in all available areas it's in except for Area 6, in Area 6, you can only find it with a Super Rod.

You cant catch red gyrados in pearl at a pond like you can in Pokemon GSC. It is completely up to chance to catch one while fishing, Its extremely rare. You can use an action replay to hack one but I wouldn't.
