actually you can ignore the person that said you can not - obviously they don't know what they are talking about
it is quite difficult to catch but its not impossible
first go to Mossdeep City, and surf up. After a short distance you will find twins in front of a cave, go inside the cave - for this the timing is really important only at 6pm the tide is low so that's when you can go and catch a snorunt but if you go at any other time, the tide will be high - once you get there you'll see what i mean
