By the way my pokemon are Raichu- Thunderbolt, Shock wave, Focus punch, Strength. Lv 48 Seadra- Attract, Water pulse, Blizzard, surf, lv 48 Fearow- Fly, Drill peck, Aerial ace, Mirror move lv 45 Venusaur- Solarbeam, Frenzy plant, flash, Reazor leaf, lv 49 Graveler- rocksmash, rollout, earthquake, magnitude, lv 42 Flareon- Fireblast, return, secret power, double edge lv 41

Depends. Any Pokemon is a good Pokemon to take to the Elite Four as long as it knows the right moves. The Elite Four in Ruby, Sapphire, and Emerald are weak against Fighting, Electric, Ice, Water, Fire, and Ground types. Since Kabutops is a Water and Rock type, it would have an advantage over the Elite's Pokemon. As I said before, it's all about the moves it knows.
