Beat the sixth gym leader and go to Seafoam island. theres a ladder. go up (DONT GO DOWN THE STAIRS) Go up and your in blains gym. Go to the Ruins of cinnibar and Gary (I mean Blue) is waiting there, if you have seven badges he will return to Veridian gym and you may challange him.
