Max Revives are quite rare. One can find them buried into rocks or hidden on the ground. If you have the Dousing Machine, it would be a good idea to check in caves for Max Revives. Check all of the caves, not just one. Also, if you have a Pokemon which has the ability 'Pick-Up', and it is not holding an item, you can wonder around and see if it does find a Max Revive.
Note- the higher level of the Pokemon, the higher the chance of it finding an item.
