Located at the border to Brandy Hills, in the western part of the Bree-fields, this ancient location now hosts several bear dens among the boulders. Once this was a city, today its glory is all withered.

well, u have to do the very beginning instance, jailbreak, which is quite short, then u can go to the intro which is other players too but only intro-level players, then u get into the real lotro-world.
Of course, the fastest way is to buy them. If you choose to earn them you can do deeds. Check on Lotro Wiki for lots of deeds. Another good way is to do the quest from Jon Brackenbok and earn 10 turbine points. It can only be done once on each server.
