In Bowser's pump works (the part that fills up with water) just keep going left until you reach a door with a silouhette of the Stingler, then walk up to the door and press up on your DS' control pad. The Stingler will automatically float into the silhouette and the door will open. Then go to the new area on the map to fight a bug that has clogged Bowser's flame pipe. Once you defeat it, you'll get Bowser's fire breath back!
