No but if a kid has been taken by the social worker or and you chose the age group of that kid, you can be fairly certain you will receive that child. otherwise they have a selection of random kids and they are all quite ugly.

In Sims 1 there is only baby, child and adult. You can make the child or adult in Create A Sim (or CAS). To get the baby you have to have a high relationship with another Sim (male and female, of course). If you are lucky you will get a call from the adoption agency asking if you want to adopt. With much work the baby will eventually turn into a child. Unlike Sims 2 the child will never grow up to be an adult. So there you have it. Three stages, and only one grows up. If you think this is stupid go buy Sims 2/3. There a whole heap of fun :)
