There really is specific time to "Farm" you can farm at any time
i suggest you farm for "Chubby's or Tubbys" and the easiest way i thought was to go to Tundra Express and wal forwars after fast traveling and turn right there will be a field whe many Varkids will spawn and keep save and quiting after you have killed them all eventully a chubby/tubby will spawn
