You will need a shaymin in your party that you got by a TRUE. ( Toys R' Us Event). The event has passed now but you may use other people's shaymin to envolve. And when you get the flower, you may give it to any shaymin (doesn't have to be from a TRUE). That's how you get an evolved form of shaymin (A.K.A - Sky form shaymin)!
