You need Relicanth to be first in your party, and A wailord as the last, and then when you've read the braille you need to get one of your Pokemon to learn dig.

You need to find a cave near the town with the fast currents (I have not played in a while). There is a spot with 6 stones around an area where you can dive. Use dive and after moving down there is another area to dive at. You will appear in a cave with braille. at the far end is a stone where you use CUT. after that there is another room. There is another cave. Use the braille alphabet to figure it out. A rumble happens and the other locations (scattered around the land, they are surrounded by 6 boulders) open. once again use braille and follow instructions. OR Google how to open them or the braille alphabet for Emerald
