At level 30, it evolves into Gardevoir. If you transfer your Kirlia to P/D/Pt, you can evolve it into a Gallade by using a Dawn Stone on it.
Actually, you can only get a male gallade, so you can only use a dawn stone on a male Kirlia.
But, since that's only in P/D/Pt, you will get a gardevoir anyways at lvl 30.
Gardevoir is probably one of the best psychic Pokemon in Ruby/sapphire/emerald, due to its insanely high special atk stat. It will eventually learn moves like psychic and future sight, and can learn many TM moves, including ones such as shock wave and thunderbolt!
